allowed a teenage girl that allowed a girl to walk away from her kidnapper. and feeding the hype. it could be one of the most highly-anticipated tv seasons in all-time. and one member of "the breaking bad" crew isn't backing down. this is "way too early." i'm bill karins in. talking about anthony weiner and the walkoff at yankee stadium. today, the obama administration is expected to make a major shift in drug policy. attorney general eric holder will order prosecutors to leave out the quantity or amount of illegal substances involved in low-level drug cases. it's a move to get around mandatory minimum sentences that the administration has overfilled cell blocks. they're cited as a tax burden

for a prison system that costs $80 billion a year to operate. too many americans go to too many prisons for far too long and for no good law enforcement reason. holder will defer certain types of low-level prosecution to the state and local level. he's also expected to ask prison officials to release older, nonviolent offenders, to face what he calls compelling circumstances. here's your stat of the day. the u.s. with just 5% of the world's population has 25% of the world's inmates. overseas, 18 u.s. diplomatic posts are again open for business today. following a wide-reaching terror threat. only the embassy in yemen remains closed and on terror watch. the country is increasingly the center of al qaeda activity. american forces have responded by increasing drone strikes in the country. since july 28th, there's been at least nine strikes consider carried out by the united states in yemen.

however, it's unclear how effective the attacks have been. president obama is challenging the status quo of the national security agency. looking to change the way the agency operates its surveillance programs. the president is proposing to revise section 215 of the patriot act, which explains how nsa can collect telephone data. they want to introduce a civil liberties and privacy advocate to the process, declassify more nsa and fisa court documents and appoint a new group of outside experts to review intelligence. it's receiving criticism from lawmakers who believe a privacy advocate will slow down the country's anti-terror tactics. president obama and senator john mccain, has talked about how snowden has changed intelligence. >> i called for a thorough review of our surveillance operations. before mr. snowden made he's

leaks. i don't think we would have gotten to the same place. and we would have done so without putting at risk, our national security. and vital ways to secure the country. there's americans that view mr. snowden as awhistleblower. there's some young people that believe he's some kind of jason bourne. relations between the united states and russia are strained at best. and it goes all the way to the highest levels of government. president obama insists he doesn't dislike vladimir putin. but it's clear he's not too crazy about him, either. the president's remarks prompted a challenge from senator john mccain, who says the president should be doing more. >> i don't have a bad personal relationship with putin.

back with her dad. a group of horseback riders was the first to spot the 16-year-old and her captor, james lee dimaggio. thursday, they spotted them. they said something seemed a little off on their new camping gear. investigators found their campsite by air. and federal agents hiked 2 1/2 hours through the woods. dimaggio was shot and killed in the raid, ending a week-long manhunt, for the man who investigators say brutally murdered the 16-year-old's mom and 8-year-old brother. the bodies were found in his burned out san diego home last week. for the family, it's a sense of relief and of course, deep loss. >> i'm excited for my son, who gets to have her at least. he lost his wife and his -- my beautiful, handsome grandson. we're going to have hannah back. and we are. and that's a good thing. >> we'll get through it. we'll help hannah through it. do whatever it takes. >> wishing the best for her and her family. voters around new york city will see mayoral candidate

time for sports. another golf major in the books. and tiger woods continues his winless streaks. no major wins since 2008. it came down to jim furyk and jason dufner. this is tim clarke on the par 3. 220 yards. one bounce. two bounces. third bounce, in the cup. clean and easy. the pga championship's first ace of this tournament. and the first since 2010. tiger played okay. not by his standards, though. he shot even par 70 on the last day. this long birdie putt on 15. tiger finished 4 over for the tournament. that's about 14 shot office the lead. and while we have a while to wait until the masters in april, that's his next shot at his 15th major. dufner started the day one shot

behind furyk. he birdied the 4th and the 5th to take the lead. but furyk did answer, birdieing the 6th. a good start. dufner took it right back, though, on the following hole. and ended up taking a two-shot lead to the 18th. his tap-in bogey was enough to hold on for his first major title. jason dufner, your 2013 pga championship champion. that's not all getting his attention was just his win. not sure why this is getting attention. until you pan down to the bottom of your screen. dufner walking off the green with his wife. after a very nice kiss and embrace. and a little pat. it was a nice moment. it's getting a lot of attention. i thought i would point it out. on to baseball, where it was good news/bad news for the yankees. a-rod, off of justin verlander. inside. and managed to turn on it. didn't go out by much. it wasn't a deep shot. his first home run for a-rod since coming back.

of television. it will redefine series finales. this will not disappoint. i've seen all eight episodes. and i sat in front of my television scene crying myself alone during the last couple of episodes. while i hope i don't find myself crying alone somewhere while watching the final season, i hope that michael speaks the truth on this one. amc has done an incredible job with that series. finally, at the end of a hard day, there's nothing like a nice bath. >> i don't usually bathe. but when i do, it's in pepsi. woo. got to love that. you know, you have a spillway here and it leaks out a little. so, you can easily solve that by adding another one in.
